Setting workforce assumptions for the 2027/28 refresh
You are being asked to make three-year workforce commitments - and not in a vacuum. The 10 Year Health Plan sets the direction. The 2023 Long Term Workforce Plan has not been withdrawn and is still the workforce reference point - but its numbers were built for a different shape of system, and nothing yet reconciles the two. Your 2027/28 assumptions sit in that gap, whether or not the paper says so.
